In your Clarion4\Bin dir there is a file called C4BRW.INI, delete it,
restart clarion and your error should go away.  Sometimes when this files
gets to be more than 64K it causes problems.

Jim Kane notes:
This means c4brw.ini in \BIN has grown too large. Either open and trim the
file or just delete it.  ini files are limited to near 64K - windows limit.
