For BUTTONs with a GIF in the ICON attribute, you get the ToolTip displayed as a ToolTip. It actually uses the alt= property of the IMG tag. For example: Go to the Next Page This provides a ToolTip in the true sense of the word. Hover your mouse over it, and you see a tip.
